The Eastern region stretches from the Scottish borders along the entire east coast of England and on to London, Kings Cross covering 6,042 miles of track which sees over 7,500 passenger journeys every day as well as 1,057,462 tonnes of freight moved each week.

The capital delivery team are responsible for managing the investment projects which enhance and renew the railway to make it fit for the future. Brief Description

To provide professional leadership and expert guidance to colleagues in our project teams, the Routes, the Region and the supply chain to help deliver business outputs in the most efficient and effective manner. Lead the development and implementation of system solutions that enable innovative and cost-effective delivery of infrastructure improvements. Develop and improve the project engineering capability of the region, including the supply chain, and lead the development of targeted engineering assurance, to identify potential risks and improve effectiveness of capital delivery works.

About the role (External)

Key Accountabilities

  • Provide professional leadership to the project engineering community throughout the Region to improve decision-making, design outputs, and delivery outcomes. Also, provide advice and support on all project engineering matters to stakeholders across the Region using specialist engineering knowledge.
  • Lead the provision of advice, mentoring and challenge to engineers, including in the supply chain, to improve engineering performance and therefore capability of the business; and put in place processes to continually improve individual performance of engineers through effective competence management and personal development processes.
  • Direct and lead engineers, and engineering activities, working in our project teams and our suppliers, throughout the project lifecycle to ensure the project meets its intended outcomes within the constraints of quality, cost and time.
  • Develop and implement the processes for engineering assurance and verification of the railway system, with the engagement of the Delivery Directors and the regional engineering team, to identify and ultimately reduce risks to the business. This will also include implementing continuous improvement based on data and trends from the assurance and verification outputs.
  • Lead the development and implementation of a systems engineering approach, integration strategy and competencies needed to improve effective delivery of business objectives arising from better requirements, V&V activities, entry into service and regulatory approval for significant and interoperable projects.
  • Lead the implementation of engineering or technical efficiencies by embracing change, through innovation, new products, initiatives, methodologies and standards challenges, to reduce costs whilst delivering project outcomes.
  • Lead the identification, prioritisation and solutions/resolutions of key engineering risks and issues across the business including escalation through professional disciplines to enable appropriate focus and timely and efficient mitigating solutions through to closure;
  • Lead the identification and sharing of best practice within the Region and nationally to promote continuous improvement, support a learning organization and that best practice is continually being refreshed to drive improved safety, efficiency, schedule adherence and compliance with the requirements.
  • Develop the engineering team structure, processes and tools to develop, deliver, review and validate engineering outputs so that the business objectives are met; communicate understanding of the business objectives to engineers and stakeholders in our project teams, the Region, the Routes and the Supply Chain to facilitate improvements in business performance.
  • Job Skills, Experience and Qualifications

    Essential

    • Chartered Engineer with recognised engineering institution.
    • Engineering degree, at least BEng qualification level.
    • Recognised leadership capability of engineering activities within the railway whilst delivering tangible outcomes.
    • Comprehensive knowledge of railway infrastructure assets systems and sub-systems, engineering standards and processes.
    • Demonstrable experience of negotiating at a very senior level and balancing the views of a range of stakeholders to deliver agreed outcomes.
    • Proven experience in the integration of complex engineering systems.
    • A sound understanding of relevant corporate policies, governance, compliance and industry legislation.

    Desirable

    • Fellow of an appropriate engineering institution.
    • Broad experience in operational and strategic engineering management.
    • Experience of developing technical strategy.
    • Experience of leading large programs/project.
