The roleAs a Quantity Surveyor, the purpose of your role is to provide quantity surveying support to major infrastructure project procurements and the associated costing activities. The role will require ongoing interaction with the Project’s Commercial team as well as with wider stakeholders with an emphasis of working closely with the Project Manager to maintain an understanding of the schedule and payment applications. Support in the delivery of periodic performance reporting. The role would typically be expected to be conducted in a hybrid working arrangement from Glasgow City Centre (3 days office, 2 days WfH).12 MonthsThis role has been deemed inside of IR35Hybrid- 3 days in the office Your duties and responsibilities will beSupport Commercial and project teams in the review, challenge, and assurance of contractor CE quotations.To attend Programme and Commercial meetings to provide a summary of contract management metrics.Provide commercial advice to the project team including but not limited to:Preparing recommendations for the release of any retention funds held.Preparing recommendations for payment notices, pay less notices and other similar notices of default.Advising on the Subcontractor’s entitlement to extension of time.Preparing recommendation for Subcontractor’s payment of liquidated damagesDraft Early Warning (EW) replies, compensation event notification replies, quotation replies, and replies to proposed instructions including but not limited to:Use the general communication function for liaison with the technical team on Technical Queries (TQs) which have a commercial impact.Lead the review of CEs, including checking whether the Project Manager (PM) has accepted Contractors’ notified CEs in the first instance.Advise on the cost, schedule, and contractual consequences arising from an acceleration CE.Collate the comments from the project team on review of all Contractor’s quotations and prepare response on behalf of the PM.Lead the assessment of the application for payment and forecast to completion, producing a report of the assessment for the PM including but not limited to:Establishing interim payment amounts by assessing Subcontractor’s progress by visiting site and reviewing evidence provided.Preparing the final account or similar financial statement.Facilitating agreement to the final account or similar financial statement from the parties to the Contract.Manage PO values and associated invoicing.Administer CEMAR at the weekly EW meeting.Attend weekly commercial meetings with Contractors, providing updates on applications for payments, forecasts to completion and cost assurance undertaken, including attendance at early warning and risk reduction meetings.Liaise with the Client commercial team for any queries, updating an Issues Log as appropriate.Prepare any Defined Cost audit queries for the Auditor.Ensure that relevant contracts are being administered in accordance with their Contract Management Plans as evidenced by appropriate assurance.You will have the following qualifications & experienceExperience of delivering quantity surveying activities for complex programmes /projectsExperience in delivering NEC 3/4 contracting processes and activities.Experience in the use of CEMAR.Experience in stakeholder engagement throughout programme/ project delivery.Demonstrable suitable qualifications and experience relating to NEC 3/4 costing activities in a major project / programme delivery roleAccredited Degree in an appropriate Cost or Commercial discipline (or equivalent qualification and experience)It’s great if you also have the followingExperience of working at a regulated site to deliver programmes/ projects.RICS Chartered or equivalent.NEC4 PMA qualified.Get in touch nowIf you're seeking a new challenge where you will be responsible for driving all quantity surveying support to large scale infrastructure projects and think you have the experience and skills we are seeking then apply now to avoid missing out on this opportunity.Millbank Holdings Ltd is an equal opportunities employer and respects diversity.
