To provide a professional, high standard and effective Contract & Procurement (C&P) management function for Rail Delivery Group.
To provide C&P management advice to the organisation, ensuring that arrangements are in place for effective procurement activity.
To provide functional assistance in support of the contract and procurement processes for Rail Delivery Group supporting the procurement team and the business on all contract and procurement related activities.
To manage and deliver procurement and related activity (from market research, through to tendering and contract & supplier management) as required to ensure that Rail Delivery Group meets its business objectives and contractual obligations.
To identify and manage risks that may arise through C&P activity and implement robust financial and operational controls within an ethical environment, managing reputational and regulatory risk and ensuring on-going competitiveness through innovative terms and adaptive processes.
What can I expect to do in this job?
Plan, manage and deliver competitive tenders of medium values and on occasion simple high value tenders delivered in compliance with the Utilities Contracts Regulations 2016 via RDGs eSourcing portal.
Support the Senior Procurement Managers in the planning, management and delivery of the creation of compliant frameworks/DPS’s.
Support the business with all contractual and procurement related activities such as reviewing and approving Contracts, Statements of Work (SOW), Variations, Extensions, Change Notices etc.
Lead or assist the Senior Procurement Managers with procurement and contract negotiations as required, to ensure company products and services are procured on appropriate, competitive terms and conditions.
Provide support to the Senior Procurement Managers as and when required to provide effective Contract & Procurement (C&P) management.
Provide advice to contract sponsors/project managers or other operational staff on their responsibilities in contracting and procurement practices and procedures.
To ensure that business opportunities are not stifled by risk-aversion; and that contracts achieve positive economic outcomes.
Provide the contract management governance for Rail Delivery Group ensuring that the organisation works within the legal, regulatory and policy constraints associated with being a not-for-profit trade association. This includes ensuring external compliance with the UK procurement legislation and regulations as well as adhering to more general public body requirements such as transparency, stewardship and security of funds and other relevant guidance and regulations.
Support and maintain with the procurement team the contracts database for Rail Delivery Group.
Work with Rail Delivery Group’s Legal team to agree updates to contract and procurement documentation and to agree the implementation of regulation/legal changes.
Work with Rail Delivery Group’s Finance team to ensure adherence to broader finance and risk requirements such as revenue recognition, pricing and discounting policies etc.
Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.
Requirements
Educated to Degree Level or have relevant Contract & Procurement management experience
MCIPS qualified or working towards qualification
Knowledge of English Contract Law, and UK/EU/Government procurement regulation
Knowledge and understanding of accounts of commercial organisation
Knowledge of the rail industry sector
Experience in a Contract and Procurement role
Experience in IT/Software procurement
Experience of supplier and contract management including where services have been delivered through a contractual structure of prime and sub-contractors.
Experience of working in a project environment where development activities have been outsourced to a supplier.
Able to use Microsoft Office products proficiently, in particular MS Word and Excel.
Experience of drafting contracts, Service Level Agreements and other similar contracts.
Strongly analytical, with well-developed problem-solving skills.
Experience of working in an environment where a significant contribution to the overall success depended on services contracted to an external supplier.
Experience of working and adhering to Public Sector Procurement Legislation
Experience of supplier and contract management where the purchaser is within or associated to the UK rail industry.
Experience of managing risk.
