About the role:

Global mobility services are responsible for establishing policy and global frameworks for all types of international transfers within the British Council, aligning with and supporting British Council's employee value proposition. Global mobility services also provide technical expertise and advice to guide decisions on short and long term strategic international assignments and employee mobility in general (to cover all international transfers) to optimise business benefits and cost and facilitating mobilising talent where it needs to be.

The mobility services team will be part of the ‘People Services and Solutions’ pillar in the HR operating model. The mobility manager will use their knowledge of global mobility operations management to oversee the effective and consistent delivery of mobility services as provided by the global mobility services team.

Main Responsibilities

Global mobility expertise

  • Role-holder will be expected to utilise their global mobility expertise to contribute to the development of global mobility policies and frameworks to facilitate all types of International Transfers at the British Council, that enable the British Council to have the talent it needs in the right locations in the most efficient and effective way.
  • Support Global Head of Mobility Services with maintaining and educating on immigration, tax and social security compliance across the global organisation.
  • Provide advice on mobility and tax equalisation policies and process to mobility service advisors, assignees, People function Business Partners and Global Reward.
  • Ensure they are up to date on global mobility service policy and practice.
  • Leadership and management

  • Deputise for Global Head of Mobility Services when on leave and support with projects as required.
  • Management oversight of British Council tax obligations with our external vendor (EY) for international assignments including ensuring relevant data is collated (home and host countries), being the first point of contact for tax-related queries from international assignees and providing operational support to tax projects (e.g. regularisation, diplomatic & civil servant status, implementing new shadow payrolls, set up of new entities, missing historic HMRC refunds, short-term business visitors).
  • Manage day to day relationship with EY globally & service delivery of annual tax cycle and authorisation lists across multiple global locations, to include supplier reviews of EY services.
  • Financial management

  • Audit EY monthly global invoices and manage recharging and approvals for out-of-scope fees.
  • Process and track all tax equalisation and HMRC payments and deductions and refunds for the UK.
  • Answer queries from finance globally on recharging, budgets, accruing and audits for Global Mobility Services team data e.g. EY fees, UK payroll costs, assignee costs, tax payments / refunds etc.
  • Minimum/essential requirements

  • Working with vendors to support mobility operations, service needs and short-term projects, including support on contracting
  • Working with, and supporting professional relationships with stakeholders of an organisation to enable high standards of delivery and compliant business-focused solutions
  • Analysing international assignee remunerations costs and related data and business needs information to determine for tax reporting and assignment cost estimates and budgeting
  • Global mobility operations in relation to supporting tax, social security, payroll and immigration compliance in a global organisation
  • Delivering high quality work as part of a team, in a collaborative, customer-focused and professional environment
  • Global mobility processes including tax, social security and immigration compliance support, policy issues, payroll support and reporting
  • The international assignment life-cycle including global mobility policy types, compensation methodologies, tax structures, and their applications
  • A good understanding of mobility compensation structures, allowances, hypothetical tax and payroll delivery and reporting
  • A very good understanding of how compliance affects mobility and how this needs to be supported across People function, Pensions, Payroll, Reward, Employment & Corporate Tax, etc
