East West Railway Company (that’s us) was created by the Department for Transport (DfT) to oversee the delivery of East West Rail from construction through to wheels in motion, making sure the railway comes together in the right way.Role Summary:Lead and manage the delivery of land access for surveys to support the design and DCO programme.

Team dimensions: East West Rail operates a matrix structure. Role sits in Land and Consents Professional Home (PH) reporting to the Land Referencing Manager.

Key Responsibilities
  • Lead the development and delivery of agreements and statutory powers to secure access for surveys, including budget management and payment approvals 
  • Develop and deliver effective land & property strategies, plans and processes and systems to secure land access for surveys.
  • Develop and manage the programme for all workstreams to secure land access for surveys, working with EWR Planning Team and Survey Management Team to support the integrated programme. 
  • Manage consultation and engagement with landowners and representatives to develop strong working relationships with key stakeholders
  • Support the development and delivery of other key DCO deliverables to meet the project programme including land plans and notices.
  • Project manage these workstreams, include the land & property supply chain, to meet agreed timescales, cost, budget and governance processes where necessary initiating corrective actions
  • Report on progress and quality of key land and property deliverables 
  • Monitor and prepare recommendation reports for senior managers 
  • Take responsibility of your own and others’ health and safety by working to the EWR Co Health and Safety principles. 
  • Act as a role model for EWR Co’s vision and values, behaving in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too. 
  • Promote diversity in the workplace and adopt appropriate behaviour when interacting with colleagues

Skills, Knowledge and Expertise

You will be a motivated self-starter with strong leadership skills and the ability to form strong interpersonal relationships, excellent organisational and communication skills, and meticulous attention to detail. 

You must have:

  •  Knowledge and experience of land access in line with statutory processes e.g. Development Consent Order (DCO) applications for Nationally Significant Infrastructure Projects, Transport & Works Act Orders or Hybrid Bills.
  • A comprehensive depth and range of experience in developing and delivering land access strategies for major projects
  • Experience of maintaining effective external relationships to understand stakeholders’ needs and priorities with appropriate influencing skills to achieve results at pace 
  • Project management experience
  • Experience in demonstrating compliance with Statutory, Regulatory and Professional requirements
  • Management and integration of a range of suppliers to deliver an overall programme of activities to access land and property. 

 Ideally you will also have:

  • Some experience of holding roles in fast paced, complex environments during the setup of a new organisation
  • Experience in driving innovation and change in an established industry organisation

Education and qualifications:Must have: (essential skills)

  • Educated to degree level or equivalent
  • Membership of relevant professional body 
  • Project Management qualification e.g. APM (desirable)
