    Role Purpose:

    To provide specialist tax advice on overseas tax matters for the British Council’s business units and regional finance teams ensuring the organisation manages tax risks, adopts appropriate corporate status solutions overseas and responds to legislative developments in the key jurisdictions in which it operates.

    They will provide tax analysis and insights to senior stakeholders and business partners to enable effective decision making.

    Role Context:

    Group Tax and Status is a specialist team reporting directly to the Chief Financial Officer.

    The tax specialists in the team provide advice on direct and indirect tax matters to the wider finance function and leaders of strategic business units, manage global tax risks and support group reporting obligations for corporate income tax and transfer pricing. The team also includes UK VAT compliance specialists and finance business partners who support the finance aspects of setting up new entities overseas.

    Whilst day to day overseas tax compliance is the responsibility of finance colleagues, the Group Tax team provides specialist tax support when there are major tax changes in overseas jurisdictions, on challenging fiscal audits requiring specialist input, when new tax registrations are required or overseas entities are being established.

    In the current challenging business environment, the British Council is developing new digital exams products and educational services in many areas, requiring specialist tax consulting input and advice on tax efficient structuring.

    In recent years, the group tax charge has become a material item for group reporting purposes. Also, in response to BEPS and other international tax developments, the group is subject to increasingly onerous tax reporting obligations and transfer pricing compliance requirements in multiple jurisdictions.

    The successful candidate will also provide technical support, the Status & Tax Workstream (a function within the Group Tax and Status team), which continues to review the appropriateness of our corporate status in overseas territories as activities evolve and in response to local regulatory requirements. The International Tax Manager will work with external advisers, global network colleagues and head office specialists in legal, finance systems, treasury, and governance on the taxation aspects of country-specific projects to design and implement new status solutions as required.

    They will represent the unit in the global finance community, ensuring business needs are understood by all, learning and expertise is shared, and global standards and initiatives are championed and complied with.

    The support needs of the British Council are changing continually as its business model and distribution channels become more complicated and onerous in terms of compliance. This will require people who embrace change and seek continual service improvements and personal career development aspirations.

    Main Accountabilities/Responsibilities but not limited to the following:

    Consultancy, analysis, and problem solving

  • Provide expert direct tax advice and clear explanations for the benefit of regional finance colleagues and Strategic Business Units leads in relation to tax structuring of intra-group transactions, income contracts and new business opportunities.
  • For specific country tax and status regularisation projects, take the lead technical consulting role on taxation aspects (in particular, local direct tax withholding tax and sales taxes), including reviewing instructions to local tax advisers tailored to our specific business needs, challenging and interpreting advice and liaison with country finance, legal, governance and global network colleagues in the Status and Tax Workstream to ensure compliant and tax efficient solutions.
  • Work with regional finance colleagues and subsidiaries accountants, to implement appropriate transfer pricing charging arrangements for intra-group services involving overseas entities to support the British Council’s overall direct tax strategy to ensure compliance with the UK and Global tax law / obligations whilst minimising direct tax liability and optimising cash-flow
  • Take responsibility for reviewing consolidated corporate income tax group reporting for the purposes of the British Council’s Annual Report and Country by Country Reporting returns completed by regional finance teams.
  • Strategy and Planning

  • Support the development and implementation of the British Council’s overall tax strategy to ensure compliance with UK and global business and charity tax laws and regulations, whilst legitimately minimising tax costs and optimising the charity and wider group’s cash flow and resources.
  • Reporting, as may be required from time to time, on tax matters to the Global Finance SLT.
  • Leadership

  • Role model British Council values and EDI in day-to-day interactions with colleagues at all levels. Ensure high levels of professionalism are demonstrated by everyone and that client and customer needs are reflected in ways of working.
  • Relationship and Stakeholder Management

  • Lead stakeholder engagement and business partnering in the portfolio, building strong working relationships with key stakeholders in the UK and globally to ensure that tax and status activities support the delivery of business strategy.
  • Sector/subject expertise

  • Pro-actively share insights to challenge, influence and add value to decision making, optimizing opportunity whilst balancing risk. Advise on business decisions and projects with tax and status related dependencies and implications.
  • Role Specific Knowledge and Experience:

    Minimum/Essential

  • Direct tax consulting knowledge in at least one major jurisdiction.
  • Familiarity with international tax concepts and principles (e.g., permanent establishment, double tax agreements and application of withholding taxes).
  • Awareness of OECD transfer pricing concepts and requirements.
  • Desirable

    One or more of the following:

  • In-house tax department experience for multi-national corporate
  • Direct/International Tax specialist experience at experienced manager/senior manager level within a professional firm (preferably Big Four)
  • Not-for-profit charity tax experience (e.g., Higher Education)
  • Group tax reporting and/or CbCR experience
  • Experience of establishing new trading entities overseas
  • Experience of preparing transfer pricing documentation and/or managing fiscal audits
  • Experience of multinationals responding to overseas tax changes (e.g., Gulf States VAT)
