Job overview

This role is to work for both Hounslow and Richmond Community Healthcare (HRCH) and Kingston Hospital(KHFT).

A key early task will be the development of a best-in-class digital strategy - a clear road map for the next 5 – 10 years that will help us realise the full potential of merger and integrated ways of working and help us on our journey to modern and sustainable healthcare. This will include working across our health system in increasingly innovative ways and building ways of information sharing that support and enhance patient care and wellbeing across the populations we serve.

    Main duties of the job

    We are looking for a strategic thinker who is passionate about the potential for digital solutions to unlock change, as well as someone who is pragmatic and grounded, able to build a team and a function within our new organisation that acts as a platform for innovation. As part of the executive team you will also part of setting the tone for the new organisation, acting as a role model for a culture which is inclusive, respectful, and which values and celebrates our differences, enabling us to continually improve our place of work and the care we provide.

    The CDIO will be responsible for the development and delivery of the digital strategy, management of the Digital team and for bringing together our digital capacity across the new organisation to work collaboratively.

    The post holder will work across the organisation(s) to develop a common platform to enable future integration. We are actively investing in improving internal digital capabilities and processes and are looking for a CDIO who can bring these programmes together to ensure maximum impact.

    This position will have a high level of independence and accountability and will provide digital leadership and capability to both Trust Boards.

    Detailed job description and main responsibilities

    Accountable to the Chief Executive, the CDIO will be the senior manager responsible for the overall delivery of digital, informatics and information governance capabilities. This role will lead the digital transformation to meet organisational and partnership objectives and to realise the expected benefits.

    The CDIO will provide strategic IT leadership and professional advice to the Executive Team and Trust Board, senior managers and clinicians in line with both local and national requirements, sharing expertise on healthcare IT, best practice methodologies, regulatory (including IG) requirements, policy imperatives, innovation and technological developments.

    The CDIO will provide leadership on the best use of IM&T systems to deliver the strategic objectives on the use of digital
    technology to deliver transformational change in health and social care outcomes. 

    The CDIO will manage the Digital, informatics and information governance teams and work with partner organisations to ensure that services deliver to expected standards and timescales. The post holder will work with the Trust Board, Directors, senior clinicians, managers, and other key stakeholders in the wider community, in order to support the development and implementation of:

  • Partner organisation digital strategies and delivery plans
  • National and regional (SWL ICS) strategic digital priorities
  • Provide leadership and professional advice on IT issues for all digital stakeholders.

    Essential criteria

  • Masters or postgraduate degree in an IT, project, or programme specialism
  • Programme, project or change management (MSP, PRINCE2, AGILE or CHANGE equivalent), or equivalent level of experience.
  • Evidence of continuing personal and professional development
  • Relevant professional qualification or equivalent level of experience
  • Experience

    Essential criteria

  • Demonstrable track record of successful change management and leadership.
  • Significant and wide-ranging experience at (or near) director level in a large, complex customer facing organisation, whether in healthcare or other sector with comparable complexities and shared service delivery pressures
  • Proven experience in developing and implementing IM&T strategies to achieve transformational levels of change and efficiency
  • Experience of supplier and contract management in a multi-vendor environment.
  • Experienced in developing data quality solutions in a complex environment, with significant negotiation and contract management experience.
  • Experience of developing and managing a sizeable, value-adding IT function within a large organisation, with the motivational skills to encourage collaborative working across the technical departments within the IT department where there may be resistance to change.
  • Significant management experience of implementing complex programmes, encompassing technology and service delivery.
  • Managing multi organisational/stakeholder requirements and priorities.
