Belmont Recruitment are currently looking for an experienced Category Manager to join Oldham Council on an initial 3-6 month temporary contract.

This is a full-time role working 37 hours per week, Monday to Friday.

Oldham Council are looking for a candidate with experience of working as a Category/Procurement Manager within the Environmental or Construction Sector.

The role will involve: * Conduct all procurement activities in a commercial manner and managing commercial risk effectively.

* Develop category strategy and sourcing plans by managing the prioritisation of spend activity within their category and identify areas of cost savings.

* Engage with key stakeholders to ensure the category strategy is aligned and meets the needs of the Directorate(s) Strategy.

* Take ownership for the delivery of benefits through the implementation of sourcing strategies for agreed categories of spend within the directorate.

* Ensure savings targets and KPIs with suppliers are achieved following the implementation of category strategies.

To be achieved by taking an appropriate role in the development and management of contracts and agreeing these KPIs.

* Work with business stakeholders to ensure end user compliance to contracted suppliers.

* Understand and be familiar with all aspects of the Councils procurement methodology and Public Contracts Regulations.

To ensure that all procurement and contract management is undertaken in accordance with Council’s Contract Procedure Rules and relevant legislative requirements.

* To update strategic analysis of markets and supplier trends to ensure procurement is based on ‘intelligence’.

To review this performance data relating to key suppliers and the team’s effectiveness and efficiency to determine corrective actions where necessary and to exploit opportunities for continuous improvement.

* Develop Performance Indicators to ensure the effectiveness of Category Management within the Directorate.

* Ensure that departmental KPIs are delivered on target.

To implement and report on contract management and monitoring information as part of the strategic relationship management of key commodities.

* Manage tender processes.

* Production of regular contract performance reports for key stakeholder.

* Contribute to Council wide and Directorate inspections and assessments by regulatory bodies.

* To represent the Council at regional and national forums regarding contracting and procurement in relation to the category.

* Participate in regional and sub regional arrangements to procure common services.

* Develop and maintain contract monitoring arrangements as appropriate to each contract and undertake contract enforcement action.

* To ensure that all analytical output relating to the category contain sufficient robustness and draw on the relevant e-procurement and financial management systems to ensure a minimum standard across such output.

* Using e-procurement and financial management systems implement approaches to performance analysis and reporting across the category to deliver relationship management activity.

Monitoring of the category’s performance indicators, to identify causes of performance and prompt management action.

* To call off from compliant national frameworks.

Requirements: * Experience of managing expenditure within a specific category of spend in a public or private sector environment * Proven experience of delivering a procurement category strategy and benefits including financial savings.

* Experience in the preparation, analysis, interpretation and reporting of procurement management informationLocation – Oldham 1 or 2 times per week with the rest completed from home.
